Description: Medicaid and CHIP insure close to half of all US children and youth and serve as important bulwarks for improving equity in healthcare. Medicaid reform, addressing eligibility, enrollment, benefits and services, and payment can build a stronger base for the health care that diverse children, youth, and families need. This session will examine recent opportunities for Medicaid reform, along with an update on the complex process of “unwinding,” where states are required to reassess Medicaid eligibility with many young people losing coverage. Federal Medicaid leaders have also initiated efforts to improve access to Medicaid, including more funding. The American Academy of Pediatrics recently released new proposals and principles for Medicaid reform. Finally, Medicaid and CHIP provide a main base for financing care in pediatric hospitals nationwide – yet, low Medicaid payments threaten this care.
This session will begin with a lead author presenting an overview of the new AAP policy statement, its proposals, and their implementation. The chief Medicaid staff leader in the AAP Washington office will provide up-to-date information about the Medicaid unwinding along with the status of national Medicaid efforts on improving access and other developments. A researcher on Medicaid financing for hospitals will discuss how this financing works and strategies for stabilizing support. A long-time pediatric leader in Medicaid (and former MACPAC commissioner) will offer a vision of additional strategies for Medicaid and CHIP reform.
