WIP 105 - Comparison of health care quality for uninsured and underinsured children through Community Health Centers in Canada and the USA: A scoping review

Background: Children and youth who are uninsured or underinsured in Canada and the United States have limited options where they can receive health care. In both countries, community health centers (CHCs) have been established as a solution to provide quality care to children without adequate insurance, including those who are newcomers and refugees. However, little is known about how well these models deliver pediatric care. Cross-country analysis provides an important viewpoint to identify areas of success and growth.

Objective: The purpose of this scoping review is to compare quality of care for uninsured and underinsured children through CHCs in the United States and Canada.

Design/Methods: This scoping review follows the methodological guidelines from the Joanna Briggs Institute (JBI) Evidence synthesis. The protocol has been registered with the Open Science Framework (OSF) Registries and can be accessed online. A search was conducted in electronic databases of peer-reviewed literature (Ovid MEDLINE ALL, CINAHL Complete via EbscoHost, Scopus; Health Business Elite via EbscoHost; and Sociological Abstracts via ProQuest) as well as grey literature, following grey literature searching methodology outlined by Godin and colleagues. Two reviewers will review all titles and abstracts for inclusion in full-text review. To capture all perspectives, most study designs will be eligible for inclusion of full text review if they meet the following inclusion criteria: a) any study design type; b) written in English and/or French; c) study location is in the United States or Canada; d) study population includes uninsured or underinsured newborns, infants, children (0-18) seen in a CHC or federal qualified health center (FQHC); and e) the study was published between 1965-present, as 1965 marks the advent of the concept of the modern CHC. Data will be extracted into Covidence, using the Donabedian model as a conceptual framework. Findings will be synthesized in a narrative format.
